FY24 Community Project Funding

Congresswoman Pressley has submitted 15 funding requests for community projects in Massachusetts’ 7th Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in fiscal year 2024. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Project name: Renovation of Madison Park Vocational High School

Amount Requested: $4,000,000

Explanation of Request:

This project would allow the Boston Public Schools, Madison Park Vocational High School Administration, teachers, alumni, parents, and students redesign the school to better serve Boston’s young people, grow enrollment by adopting a 7-12 grade configuration, and expand its adult education programs, serving as the economic engine for Roxbury and all of Boston. The redesign will also support the expansion and strengthening of existing vocational programs, such as electricity, facilities management, and heating, ventilation, and air conditioning, which will be essential to growing the local workforce to support the addition of new vocational programs, such as biotechnology, early education and care, advanced manufacturing, robotics and automation, and aviation technology, that are deeply connected to the Greater Boston economy.

Project Name: BHA Franklin Field Modernization

Explanation of Request: This project would modernize and repair residential units in the Franklin Field housing development, addressing aging heating and mechanical systems, updating building wiring and making improvements to windows and ventilation. Project funds will be deployed to address an aging, 1980s boiler loop system, and take related measures which improve building air quality for low-income families.

Project Name: Renovation of St. Mary’s Center’s Young Parenting Living Program

Amount Requested: $1,500,000

Explanation of Request: The funding would be used for the urgent, transformative gut-renovation of St. Mary’s Center’s Young Parenting Living Program, which serves young mothers ages 13-22 and their children experiencing homelessness, 100% of whom have a history of trauma including neglect, domestic violence, and human trafficking.

Project name: Renovate and Connect Children’s Services of Roxbury’s (CSR) existing headquarters into a Center for Family Well-being

Explanation of Request: This project will expand CSR’s workforce development, behavioral services for low-income children and parents, and early education and care services at this location and across the Commonwealth. Children’s Services of Roxbury currently serves thousands of the Commonwealth’s most vulnerable families through state contracts in the multicultural cities of Boston, Springfield, Holyoke, Worcester, Lawrence, Lowell, and surrounding communities. The Center for Family Well-being would be an anchor for their services and the surrounding community.

Project Name: Construction of The Pryde, an Affordable Senior Housing Development

Explanation of Request: This project will support the construction costs of converting a former Boston Public School building into 74 units of high-quality, service-enriched affordable housing for seniors in Boston. The project will also include 10,000 square feet of community space and help close the gap between the capital funding secured at the launch of this project and the increasing cost to complete it.

Project Name: Early Education and Child Care Capital Renovations at Boston Chinatown Neighborhood Center

Project Name: Construction of Brooke House Village Center

Explanation of Request: This project would support the construction of Brooke House Village Center. This 8,000 square foot multi-generational community space located on the ground floor of the Brooke House will welcome all members of Olmsted Village and the greater Mattapan community. The Brooke House Village Center (“BHVC”) will be a fully accessible space on the ground floor of the Brooke House – a senior supportive housing community with 127 apartments – where 2Life will deliver its suite of programs & services including resident coordination, fitness classes, life-long learning, arts and cultural programming, and front desk staffing to residents living at the Brooke House and throughout the Olmsted and greater Mattapan community.

Project Name: Purchase of Laboratory Equipment for Northeastern University’s Nubian Ascends Biopharmaceutical Analysis and Training Laboratory

Explanation of Request: This project will support the acquisition of state-of-the-art laboratory equipment for Northeastern University’s Nubian Square Life Sciences Community Laboratory—located within the Nubian Ascends development project in Nubian Square—which will bring state-of-the-art research equipment, vital research programs, and learning opportunities to underserved populations in Roxbury.

Project Name: Cambridge Community Center Resilience Hub

Explanation of Request: This project will support the work of establishing Cambridge Community Center as a Resilience Hub as part of the City of Cambridge’s preparations from disruptions from natural disasters, climate change impacts, terrorism, and other threats. This funding will be used to install a resilient, clean energy system to ensure that it is able to operate independently of the regional electric grid during and after disruptions, particularly if there is a power outage including solar panels, generators, and battery storage.

Project Name: Just a Start’s Rindge Commons Economic Mobility Hub

Explanation of Request: This project would support the capital investments in Economic Mobility Hub at Rindge Commons, a 70,000 square-foot, mixed-use facility across from Alewife Station. Rindge Commons will provide integrated services including career training for youth and adults, financial empowerment resources, 24 affordable apartments, housing stabilization, and universal childcare. This funding would specifically support the construction of the lab space, lab equipment, classroom spaces and other programmatic equipment needed to triple their workforce program.

Project Name: Mill Creek Resilience Program in Chelsea, MA

Explanation of Request: This project consists of the design and implementation of a network of intergenerational, trauma-informed waterfront green spaces; the strategic acquisition of waterfront property; and the development of new open space, green infrastructure, and coastal infrastructure to promote community resilience in Chelsea and Revere. This project is a collaboration between the City of Chelsea and two community-based organizations committed to improving the resiliency of Mill Creek.

Project Name: Roca’s Managing Trauma in Corrections (MTC)

Explanation of Request: This project will create the Managing Trauma in Corrections program to support both young people cycling through incarceration and correctional officers addressing and mitigation trauma. This program would modify Roca’s existing Rewire4 training materials being used by the Baltimore Police Department as training materials to support their officers addressing vicarious trauma, for use by correctional facilities across Massachusetts. The project would also serve all emerging adults with customized services designed to give young people the tools and skills critical to behavior change, regardless of the length of time they are detained or incarcerated.

Project Name: Island End River Resilience Project in Everett, MA

Explanation of Request: This project will allow the City of Everett to continue studying and designing climate and transportation infrastructure responsive to growing flood risk from the Island End River. This project also includes funding specifically for engaging the surrounding communities impacted by the flood zone and incorporating their feedback into the final designs.

Project Name: The Tri-Town Water Treatment Plant

Amount Requested: $5,000,000

Explanation of Request: This project will replace a water treatment plant that is over a hundred years old and cannot meet the current PFAS standard for clean drinking water in Massachusetts. This project is a collaboration among Randolph and two abutting municipalities and will improve the area’s access to clean potable drinking water for decades.

Project Name: Highland Avenue Streetscape Project in Somerville, MA

Amount Requested: $1,736,953

Explanation of Request: This project will create a vibrant, vital streetscape that enhances economic development by moving more residents more quickly and safely to businesses along this major thoroughfare. Proposed upgrades include accessible sidewalks and curb ramps; pedestrian safety treatments; bus transit infrastructure; separated bike facilities; and green stormwater infrastructure. The project will also support development of an accessible transportation network connecting the city’s business districts.
